Is a 30$ shirt from forever21 worth it?

I saw a top that would go perfect with my new scarf,shoes and tights I got a week or two ago that I haven't wore cause I didn't have the final piece. Then I saw it at forever 21 but I put it down when I saw the price tag simply cause I don't find there clothes worth wasteing money on cause there crappy quality,but I can't stop thinking about it does anybody know where to get bohemian type shirts that are actually worth the price tag? I would try modcloth but don't got modcloth cash till payday. Should I just get it? would you have got a 30 dollar shirt that you really liked from there?
